Notice has been given of following Parliamentary Question for 12th March, Begins.

Mr. Walter Fletcher to ask the Secretary of State for the Colonies what is the increase in the population of Hong Kong, as far as can be ascertained, in 1946; and at what monthly rate immigration is taking place in 1947.

Figures in paragraph 2 of your telegram No. 387 were given in reply to Mr. Reid's question on 5th March, but they do not cover the first part of above question. Mr. Fletcher is moreover well aware of those figures as when the above reply was given he asked a supplementary question as to whether there was any legal instrument in the hands of the Hong Kong Government to prevent mass immigration on the present scale and did it not impose on the Government a very great strain which they were doing their utmost with some success to deal with. In reply, I agreed that it was a strain and said that the matter was engaging the attention of the Hong Kong Government.

3. Grateful for material for reply to question in paragraph 1 and any comments you may have on general question of Chinese immigration in case of supplementaries.
